Re-Create Town and Adopting Villagers

I plan on recreating my town and I was wondering can you adopt villagers in the beginning of the game?
Or must you wait until you have obtained 9 random villagers before you can get the from other towns?

Oh can adopt as soon as you have your TPC card. Just don't forget to move one day ahead after every adoption if you plan on picking another villager up soon
