Your best bet(and I was waiting for this thread because I knew there would be fireworks) is to grind out tickets for the island and start throwing up hail marys. I haven't seen any island villager repeat, so you never know, the mix is pretty good. Who knows, you might end up like me and stumble across a villager you didn't know you would love!

I can confirm that the villagers REPEAT and the cycled 16 doesn't seem to exist in NH: Octavian in my town just moved away and I was searching for another villager for the slot, met Octavian more than twice in my search acting like they were the first time we meet lol. So it's like 1/391 for every hopping, slightly higher chance than hatching for shiny in pokemon with the highest rate.
