Because it's RNG. With around 400 villagers that's a 1/400 chance. But it doesn't mean in 400 tries, you will for sure get him once. It means you can possibly get him on your first try or your 40,000th try.
I'm at 240 so fingers crossed. I'm trying the use the tickets to try find him yourself.
