Random Villager in Main Street?!

Hi! I was just playing when I went to main street and noticed a completely random villager there, They do not(Nor have ever!) lived in my town! I was so confused, I went to speak with the villager (Gruff) and he just acted like all my previous villagers yet he doesn't live in my town.

Has this happened to anybody else? Or, Can somebody please explain why he would be in my main street?

Sometimes previous or random villagers will come to 'shop' at your main street and they'll just kinda chill there for a while. It isn't anything bad and honestly I think it's a cute little addition to the game
I get previous villagers more then random ones though, not sure about anyone else.
