You could TT 3 days ahead in game, go to your 3DS clock and set the time to one year forward.
Load up your game on a New Save File and check who is missing on the map. That is the person who will be leaving. So change your 3DS clock back, load up an existing character and either make them stay or leave. If it's someone you wanted to stay, TT 3 days ahead again after they have changed their mind
Right now I'm using this to cycle without losing my dreamies. It's worked so far. Pretty simple, honestly. The only problem is I think step 7, where it says to skip 4-5 days... don't do that. Skip two days, at the very most.
I don't think there really is a "good" way to cycle with dreamies. For me, I have 8/10 dreamies in my town, the other 2 live in my cycling town. I talk to them everyday on my cycling town so if they ping to move away I can tell them no. In the mean time, my extra 2 slots in woodbury will have 2 random villagers (figure 2 slots will be easier to 'cycle' than one) after my 16 villager cycle 'i'll move the 9th villager aquired out move one dreamie in then move the 10th out (which will now be the 9th) since the 10th rarely pings to move and it should be okay.

I use this! Just alter the days you skip as wynd said ^^ although I have skipped 4-5 days and I've found the mover so I was fine. But this has worked for me c: or TT two days after someone has pinged to move (if you say no, then TT) then another should ping.
