If you only have 9 villagers, and your 9th recently moved in, since there's technically no "tenth" villager
Could the 9th, aka the newest move in, ask to move out without moving someone else out first?

I don't think so?
I don't even think the 10th villager thing is because they're the 10th exactly; its because they're the last to move in but nobody else can move in after them, so it'd have to be someone before.

So the 9th is still the most recent and someone will have to move out before them anyway, or a 10th villager would move in and then they could move.

At least from my experiences

it's possible for the 9th to move out, my 9th villager asked to move and i haven't had ten yet.
(i said no, though).

i also have heard your most recent villager can move, it's just supposedly harder to get them to.

In theory, yes, they could. It's unlikely that they'd be the first to ask to move out, but they could definitely move out if you wanted before anyone else did.

Oh! Well then that's great news! My friend got a 9th villager he doesn't like so he wants to move her out ASAP but doesn't want to bring in another villager first! Thanks a lot :)

Technically, yes. How is it? I don't know, but I'm certain it's possible.
