Questions about using the foolproof cycling method

I've been using that method to cycle out all of my villagers from my main town to restart, but Merengue is the ONLY one who hasn't move out yet and It's driving me absolutely insane that she will not leave.

To anyone that uses this method, have you had a villager do this as well? Did they eventually move out?

I've gotten so many villagers out that I can move my originals back in because Merengue will not move :I
 
I think you're just unlucky x3 I highly doubt she'd be your latest move in with you cycling out villagers like that
 
Well she cant move in because shes already there :P

But seriously, I wanted to restart this morning, but now because she wont freaking move out, I cant.
 
Yup,Opal refused to move after two full cycles of TTing this way.That seems to happen with other methods of TTing so I'm thinking it's something that's programmed into the game.I would try befriending her(spam talking,letters with gifts,run her errands,etc.).Just yesterday I got my Merengue to move by doing that.

Can you have a side character talk to her? I don't use this method since I don't cycle villagers. But if I want a villager out I'll talk to them only once, to introduce myself. If my main has already spoken to the villager multiple times I use a side character and after about a week they're usually in boxes.

Some can be really stubborn. Took me a month to get rid or Roald and then he moved into my daughter's town and it took her 5 or 6 months to get rid of him. But usually 7 to 14 days and they're gone. That's with TTing a day at a time to avoid loosing my other villagers.

No idea if these two methods can mesh together.
