So, I moved in Flo some time ago along with Sterling via card. She is NOT the most recent move in, however she has refused to ping to move out. (Same as Sterling)

Is there an issue with Amiibo card villagers and not pinging? Or am I super unlucky?

Yup,in my experience scanned-in Amiibo card villagers don't start pinging to move until you get seven or eight of them in your town.Even then, your "natural" villagers will still ping to move more frequently. Some players have posted that their Amiibo card villagers have pinged to move without having them being the majority of their town's population but only after they'd lived in the town for a very long period of time.None of the Amiibo card villagers I scanned in shortly after the update in late 2016 have pinged to move,so I'd say that if you scan in an Amiibo card villager, they'd better be a favorite because you'll probably have them for a long time.

^Basically yeah. You can boot them out with other cards, but yeah don't get too few unless you got other cards that can replace them.

I've read online here and there it can happen though. :( I don't have many cards that I'd want to replace her with.
