Such a tease!
Why do villagers sometimes say they will stay when they ask to move and you say yes? The villager I wanted to move just did this. Noooooo.....
Just to make you mad as far as I can tell!
If it's not too late you can quit without saving, then when you get back in game the villager will ping to move again and they might agree to move this time.
This, except you don't have to talk to them again, you can ignore them completely and they'll still move on the day they said.Just to make you mad as far as I can tell!

Well, I kinda just did a trade and it saved when someone visited. Oopsies. Most of my villagers are now dreamies, but I still want 1 or 2 to move so I can finish cycling villagers to get Roscoe back.
I read somewhere that the first option is always a "yes" or "stay" and the second option is always "no" or "leave". Although I'm not 100% how accurate this is.
If you don't have a good friendship with said villager, sometimes telling them to go makes them think, "Hey, wait. We should get to know each other first and strengthen our friendship!" Which is so annoying, especially if you need them out ^^
