pwp help please !

I've Google this before, but can never find a definite answer and was wondering if anyone knew for a fact based on their town etc. Does the reset surveillance center count as a pwp?

If I have one single slot left, and I built it, would that count towards my 30? Or would I still be able to build a last one after ><

It doesn't count as your 30. I've had 30 before and when I look to go build a pwp, it will let me build the reset survalliance center.
