Public project limit - what counts?

I can't find any specifics about exactly what counts towards the public works project limit. Does the cafe count? And the police station? Resetti? Is it true that the original first bridge doesn't count unless you destroy it? I destroyed my original bridge for a wooden one in the same spot, which according to one persons post here means it now counts towards my limit. Can anyone verify this? I know I could just test for myself, but I'm trying to preplan all my projects and work with the limit in advance.
 
I'm pretty sure the permanent pwps don't count towards the limit (Cafe, Police Station, Resetti center, Campsite). Some people say the original bridge counts if you demolish and remodeled it.

My town has 30 pwps built excluding the permanent and the original bridge. I remodeled that bridge to Modern. So I'd say it's free regardless, because if it counts, I would've exceeded the limit of 30.
