Problem Getting Perfect Town?

Hi Everyone,

My sister has been working to get perfect town in AC:NL, and she has over 14 community projects, over 150 flowers, and over 110 trees. When she asks Isabelle for the town's rating she says the animals think the town is underdeveloped and that it's a mess. What's wrong? Please help!

does she have any items on the ground? if you have anything on the ground, not including fruit or seashells, your ranking will go down

I heard the acre system isn't in the game. I don't know though.
Has a villager moved out recently? That may be the cause.

She has paths on the ground, but that didn't affect my ability to get my perfect town so idk...

None of her villagers have moved out recently. I thought they included the acreage system, but I'm probably wrong! lol

Does she have the town trash bin PWP up? I heard that having that in your town tanks your perfect town score.

No, she doesn't have one of those. I'm super confused!

There are certain PWPs that affect the perfect town status, like a tire toy, illumination projects, etc. If you have them but don't want to demolish them, you could build more and more.

She doesn't have tire toys or any illumination projects. I'm so frustrated! lol

I've heard that you have to have a balance of small and large PWP's. For instance, you can't just build 6 street signs, 3 lamps and a clock to meet the requirement. You need bigger ones, such as the fountain, camp site, and police station. This isn't confirmed information, but I've seen people with the same problem build bigger PWP's to fix it, so there's probably something to it.

I think you need 140 - 200 trees. There isn't an acre system that I know of because a girl I play with has only trees at the top of the map and she has a perfect town.

I need help with this one too...my girlfriend built a hotspring and out of nowhere her town is suddenly not perfect anymore.

Does anyone have like a full list of what counts against you for perfect town status?

Is her PWP's spread out around her town too? I heard if they're all in one spot, the villagers will want more.
