My sister has been working to get perfect town in AC:NL, and she has over 14 community projects, over 150 flowers, and over 110 trees. When she asks Isabelle for the town's rating she says the animals think the town is underdeveloped and that it's a mess. What's wrong? Please help!
There are certain PWPs that affect the perfect town status, like a tire toy, illumination projects, etc. If you have them but don't want to demolish them, you could build more and more.
I've heard that you have to have a balance of small and large PWP's. For instance, you can't just build 6 street signs, 3 lamps and a clock to meet the requirement. You need bigger ones, such as the fountain, camp site, and police station. This isn't confirmed information, but I've seen people with the same problem build bigger PWP's to fix it, so there's probably something to it.
I think you need 140 - 200 trees. There isn't an acre system that I know of because a girl I play with has only trees at the top of the map and she has a perfect town.
