I'm a little wary of outright giving people negative feedback. Sometimes, people make mistakes, there's miscommunication (happens pretty often), and the like. Negative feedbacks aren't to be given lightly, especially since the overwhelming majority of reviews left on this site are positive reviews. Given this, I don't think that negative feedbacks should be considered a tool to use when something went wrong; it's when someone has shown malicious intent to disregard rules when visiting other people's towns, whether those be common sense rules or rules that are explicitly stated.
That being said, in this case, I think that a negative feedback is warranted; griefing someone's town is definitely a no-go. In the future, I'd highly recommend posting a small list of rules up front. Having to state them outright is usually not necessary, but it tells people that you're aware of and guarding against the potential for people to attempt to do something stupid while in your town.
