Luckypinch, I know he's a big dreamy, most of us have got disappointed when we aren't able to get a villager, but you need to remember other people want him as much as you. Badgering Error to give him to you doesn't really help. D:
I'm sure you'll find him one day! I was extremely disappointed when my town was full and he was in the campsite, but, it is a game. He'll show up soon!

Look, luckypinch, we'd all like to have him and he's really popular in some people's opinions (like you) but we do want him just as much as you do to complete our Dreamies. Pestering and begging isn't going to do much help though. I'm not trying to offend you or anything but please remember there are other people that want Pietro.
