I have to say, the tree thing is off. You DEFINITELY DO NOT need 110 trees for a perfect rating. I've got 43 and my town stays perfect. Though I do have 19 public works and well over 150 flowers.. UNLESS bamboo counts as a tree, then I have about 70 trees or so.

It is probably like CF in that 3 flowers = 1 tree. Or if you have (I presume) over 200 trees, 3 flowers will count as -1 tree.
I got a perfect town on CF by cutting all my trees down and just filling the town with flowers.

I don't know how bamboo counts, I'm scared to plant mine before I get my Gold can incase it spreads and slowly pushes me over the tree cap.
