Pascal and Leila

I had these two cards and tried to add them to my town, but it came back saying they both were already in the town. Could that mean another island at the dock? Where Leila took your extra supply of stuff?

That just makes the rumours about the inclusion of diving and deep-sea creature even more believable, as, if I remember correctly, it was Pascal who traded something for pearls (I may be completely wrong about the items in question, but I do remember Pascal doing something like this).

Are you sure that's what it said...? I have Pascal's card and because of this post I tried to invite him to the campsite--which I figured would fail since he's a special NPC and can't live on your island--and it just said "it seems you can't chat with Pascal right now". I then went to Harv's island to scan Pascal and it just said he can't be invited to Photopia.
Also, when I have tried to invite Portia's amiibo, who's already on my island, it just let me call her and she said it would be silly to stay in a campsite at the island she lives on. I tried inviting Kicks, who is most definitely already in town as I have him as a visitor in my plaza right now, to the campsite too as an experiment just now, and it said the same thing as with Pascal--that I can't chat with him right now.
