I have 4 pokebank celebis and they all have like 1 or 2 ivs. So I'm pretty sure it just depends on the celebi itself!

pokebank is an application for the 3DS that allows you to transfer pokemon from your Black/White Black2/White2 file over to X and Y. when the service was launched a celebi was released to everyone who registered (also a one-month free trial). sadly the celebi is no longer available but most of those celebi didn't have anymore than 1-2 perfect IV's. i may be wrong but mine had only 2 perf IV.
