It has had it's IV's tampered with so it can be considered hacked. I don't think you'll be able to find legitmate 6IV even with soft resetting. 3IVs and 4IV's are highly rare but possible.

Let me check my PC, I may have my orginal, I'm not attached to it and I'll be getting AS with latias/latios anyway. I'll go and check the IV's on that. I know that one isnt hacked.

I've got a couple of breeding leftovers with 4 or 5 IVs if you want. Namely, Froakie(HA), Ferroseed, Torchic(HA), Chimchar, Gible(HA), Larvitar, Ghastly, and Eevee(HA). Also got a 5IV Jolly(I think) Dream World Arceus.
