IMO Whitney is over rated and the froggy characters are under rated but that's just me :) At the end of the day you like and dislike who you want. Let's all just remember it is only a game :)
 
Overrated Marshal (I have him and adore him, but to me he is overrated) Zucker
Underrated Daisy (she is so adorable) Dizzy, Biskit

Overrated would definitely have to be Ankha. I don't find her to be cute or pretty. Why is she so popular.
Underrated is Freya, Dotty and Lily. Freya is beautiful, Dotty is adorable and Lily is both.
 
Overrated: Most deer villagers, Marshal, and Jullian
Underrated: Dotty, Daisy, Lobo
 
No one is really overrated, they're just popular. But there's tons of underrated villagers. Kiki, Vesta, Gladys, Curlos, Celia are some I've had experiences with. Though if we're talking surprises, I had Zucker, Peanut, Hamlet, Cousteau, Tipper and Soleil in my town and wasn't impressed/didn't love them a lot and was surprised to find each had their own fans. But then again I have a friend that voided Lolly (she isn't involved in any AC communities).
 
I wish the tier list didn't exist. No offense meant. Who cares about who is popular or not. I maybe I just don't understand all this fuss. Just like who you like popular or not.
 
I feel like Zucker/Octavian/Beau are rather over-rated...I just don't see the appeal.

There are a lot of cute villagers I feel don't gt the love they deserve - Charlise, Kody, Klaus, Truffles. Frank and Camofrog too. Basically any villager I've had, feels like they should be appreciated more. ESP Charlise, way too many people hate her.

There are a few cute mice villagers I wish people liked more, but I feel like the overwhelming number of ugly mice villagers has made everyone hate that species.
 
I think that all of the horse villagers other than Julian are overrated. None of them seem cute to me. I think that Lily is underrated. She is the perfect frog villager; she's so adorable. I used to have her in my town but she moved out when I couldn't play for a few days ):
 
personally, i think Nate is underrated just because he has a unibrow???? i think he's a cutie and suits the lazy personality perfectly, but i feel like the only one :o and Filbert omg. i love him. i juST THINK THE LAZIES NEED MORE LOVE. also Freckles, Tabby, Wart Jr and most of the ugly lil ones that are so ugly that they're cute are favs of mine.

i don't particularly think any villagers are //overrated// tho.
