i feel like it depends because obviously some villagers you can think are ugly, especially because the personalities are just copies so to be honest you have to base it on looks. but I never think a villager is ugly because others think they are, i base it off of opinion but most of all my experiences. lowkey i have some opps on the game but some of my favourites are kinda “ugly” like crackle.
their appearance always sets the first impression for me, but i won't hate them until i've read their nookipedia articles to see their e-reader/pocket camp bios and stuff, and had some experience with them.
I’ve had a lot of villagers over the years that have been deemed as “ugly” by other players, but i've found that most of the time they’re actually the sweetest ones. It’s so crazy how people will hate certain villagers solely because they’re not as “aesthetic” or “cute”
To be honest, I really don't care what my villagers look like at all. It's such a non-factor for me, and has been for years. I keep villagers based on how long I've had them (so for example, I will never let go of villagers I've had since day one or a long time. Basically they're captives in my remote, far away town).
When I first played animal crossing (about six years old I believe?), I was extremely judgy about character design, but I mellowed and matured quickly enough about appearance and started hating them for where they decided to place their houses instead :^P now I genuinely don't care about where their houses are or what they look like as long as they don't move into a flower patch or something (another reason why all my villagers are kept in my town without leaving. I don't want to reposition my flowers, trees, etc)
Beauty is in the eye of the beholder... I don't really care that much about how they look and whether or not they fit my aesthetics, but it doesn't mean I won't try and get my favorites to live with me. People who're super aggressive about not having or trying to torment 'uggo' villagers' in their virtual little island or town rub me the wrong way.
