In theory, would it be possible to get a character from someone else so you didn't have to go through the whole new start up process? Like if I have a character/mule (dislike that term) that has a good sized catalog, Shrunk's jokes, tools, encyclopedia etc can that character be given to someone else? I know the museum would be empty and all that, but as mayor of a new town will those items transfer over? Thank you.

I not sure if you can move your character to someone's town but even it does, unless the items is purchase and throw it outside for catalog there is no other ways. I can't say more and I not sure many detail on this and would like someone to provide clearer answer too

If you know them in person then yep, you can! As long as the other person has a brand new/wiped clean copy of animal crossing. There's an option after you log into your mule that says "move to another town", if you have your friend put their 3DS next to yours you can transfer their character to the second blank copy and they will have everything in tact- plus they will be a mayor ^^ Their emoticons, wardrobe, catalog, etc remains the same. All that's different is the town and mainstreet, meaning you don't get to keep upgrades to shops.
