New Town Move In Question

So when you start up a new town you have 5 villagers. Over the first few days four more villagers move in to give you 9. Now, do you have to deal with those first four move ins...or can you still invite people into your town?

You can still invite villagers into your town from other towns.
I took Drago from one town to be my fifth villager.

No you can still adopt other villagers from others. Doesn't matter how many villagers you have in your town.

Well that's good. If I can move people into the village right away it will save me some time later on.
