Alright, so you know how when you first start off the game your character is confused about being the mayor, and then you receive a letter in the mail from the "Mystery Character" that I am referring to, the "real" mayor of your town? Well, does anybody know for sure who this is, or have any guesses? This really intrigues me for some odd reason.

I'm pretty sure it's Tortimer. He was too old for the job so he had to retire, but he technically was "supposed" to be mayor.
Plus, he was mayor in every game previously, so I don't see how it could be anyone else. :) Possibly Isabelle, but the letter didn't seem like something she'd say.

I always felt like its a "character" we're never shown at all.

Like sometime before the start of the game Tortimer retires and contacts one of his associates to take over for him, but then before they arrive you come to town and mixups happen. Afterwards, at some point super late in the evening/early in the morning they arrive without anyone knowing and Isabelle informs them about the new mayor having recently arrived without knowing that they were supposed to be the mayor.

Then they just merrily go on their way, but not before dropping off a letter to you.

Maybe it is a character we've never seen before that they might introduce in the newer AC games? o:

I always felt like Rover could been a possibility. He would of settled down if he was the mayor, and no more train/bus ride introductions.
Also Rover doesn't want to be mayor makes since cuz Isabelle is the secretary. Their relationship would of been cat and dog or oil and water.

uh
how would it not be tortimer
its ?? ??? what
i never even expected this to be a question haha its undoubtedly tortimer

I'm almost certain that it's Rover.

He's the only other character on the train with you, and given that the town residents were expecting whoever got off the train to be the mayor, it makes a bit of sense.

He lets you get off, he doesn't, and bam, you're the mistaken identity mayor.

I think it's Tortimer as well, but the Rover theory is interesting. xD

When I watched the animal crossing movie, Tortimer was always the one to win the elections which makes sense.

I think it's Rover too. Tortimer called him up and said, "I'm too old for this shiz. You should do it." So being a nice friend Rover agrees, until he sees you on the train. So he goes and gets your name, asks you where you're going. Bam. You're going to the same town he is supposed to be the mayor of. So he let's you leave, and he stays. Enjoying the rails just like he did in 2002 :P

the previous mayor in the town was tortimer, so why would it be him again?

like, he retires, goes to the island (he even invites isabelle) and etc, so it can't be him because the villagers and isabelle already know his face and wouldn't welcome you as their mayor. and it makes no sense anyways

idk who it is, but it's definitely not tortimer

Tortimer was already supposed to retire before the new mayor came to town, so I don't think it's him. I definitely agree with the Rover theory, it makes sense. He wants to keep riding the rails and won't like having to stay in one town all the time so when he saw you on the train he decides to let you take over

Yes you guys proved Tortimer cannot be the mayor again. Also you made Rover a prime suspect!

I don't think it's Tortimer because the whole point of having a new mayor was that Tortimer had retired. Unless Tortimer and his whole family were moving to a whole new town and you ended up getting his place so he retired but that makes less sense to me.

I like the Rover theory but I've always just assumed it was someone else we've never heard of and who was just a vague plot point so the game would make sense.

lmao the more i think about the rover theory the more sense it makes, at least to me
it was the first time in years he was able to be on the rails, and he was on his way to the town, knowing that he'd be settling for good this time. was that life for him? he was always shifting from place to place-- did he really want to stop now, with the responsibility of looking after a town?
but he looks up-- and he sees you, a human. he wonders what's your business, and just walks over. gosh, you remind him so much of the human he saw way back in 2002! as clueless as they were, even
and when you tell him the name of the town, he acts surprised. the same destination. and he wonders... and he pretends to know nothing about it-- which he must've at least heard of before, considering he was on a train and should've at least read the town's name somewhere
and then, to make sure you really are going to that town, he gives you a handful of maps, and you pick up the right one-- the other maps were of nearby towns, but you wouldn't know. why would he have the map and not know the town's name?
and when the train stops, and you step off, he just... stays. out of the spur of the moment, he doesn't even think about it, and didn't regret it one bit
he just really, really missed the rails
