It's my first time trying to move anyone out since the last update.
Before Welcome Amiibo, I used to use this method where you'd play as your mayor. You'd talk to everyone and all, then you'd use a new character to check in on your town a year into the future. If nobody had moved, you'd load as your mayor and repeat the process. When you noticed that someone had moved "in the future", you'd set back the date and use your mayor to talk to whoever had moved out until they pinged you. If you wanted to keep them, you'd save and move forward one year, and repeat the whole process again and again.
(I hope someone knows which method I'm talking about... I can explain it in more detail.)
For some reason, this isn't working now. I thought it was because the current date is around my town's birthday so I moved the time to a random month and it's still not working. These aren't event days or anything so I'm at a loss.
