Ok so first of all I'll make this clear. This worked for me, this may work for me only, it may not. But this is MY guide on how I got a perfect town. In 5 steps.
Step 1: Isabelle lies
Yes you may be spamming the citizen satisfaction tab in hope that that irritating poodle will finally change from "You need more Public Works" to "Best town evar Mr mayor 10/10 #2014" something along those lines. Ok so do not take this advice into account. Always do the opposite. So if you need more PWP's you need more trees and stuff, and vice versa. Soon you'll have that dream town!
Step 2: Weeds and Ordinances
Ok so if you have a weed problem or not, you might want to do this. Enact the beautiful town ordinance to prevent your town growing too many weeds. This shall preserve your beautiful town rating if you are away for long periods of time, or just make your town look nice in general.
Step 3: Save your grass
This is probably the most obvious step of them all, lay down paths around your town so either you have no weeds growing where you've played them down. Also if you love running in your town and like the grass, this will save your grassy friend. I also advise about not running at all if your lazy like Dizzy & Cube.
Step 4: Unsightly PWP's
There are some PWP's that are requested such as the Oil Rig can lower your town rating. And these are usually unsightly projects and can really make a difference in your town rating. So if you want this rating back away from those projects and you'll be on your way!
Step 5: Your last resort
As your final resort, if you have no options left, if a villager is in the way then there is 2 final resorts. Now this is a less costly method but it requires you to have a friend with AC:NL. All you need to do is go to their town and get all of their hybrids, plant them = Rating going up! Or you can just buy flowers and saplings. That works too.
