If you are looking for a specific recipe, its better to learn the ones you don't care for. The balloon only drops DIYs you haven't learn and stops dropping recipes once you learned everything.

I don't think that true. I think it's more likely you'll get a recipe that you don't know than one you do. After the bunny day update to lower the egg drop rates, I got three cherry blossoms dupes before I got the last one that I didn't know.

really? I never got dupes for the ones i already learned. Maybe it's just RNG. Good to know though.

It's pretty low. They nerf'd the drop rate ever since the update for the Easter event to fix spawn rates. I got 1 DIY almost every 45 min/1hr and that's using the balloon spawn rate trick, so yeahhhh.. maybe rng hates me?

I think it is the same with all seasonal recipes. I was missing a bunch of Cherry Blossom recipes, so I travelled to April 2019 (to avoid Bunny Day) and it was torture. Not only were balloons infrequent, but like you only a fraction of them had DIYs. I've found that the Green Balloons having the highest drop rate for DIYs.
