Making A Villager Move From A Brand-New Town Help

I made a spare town to hold villagers in because I don't TT in my main town. I made the town yesterday, but have been TT'ing like crazy in it. I introduced myself to everyone and talked to them a couple times, build my house from a tent, and other basic things. However, no one wants to move. There are 9 villagers in it, and I have tried every method to making a villager move but none worked. I've tried the 2 days forward and back method, and I also skipped day by day from 6/1 to 8/31 TWICE, but no one pinged me yet. Is there something I need to do first to start triggering villagers to move or what?

if you don't talk to them, they won't ping you because they "forgot" about you and just suddenly be in boxes when Isabelle notifies you about it at the start of your game.

I talk to them about once a week so they don't forget about me, and Isabelle just tell me about my mayoral duties.

maybe you missed the exact day that they would tell they are moving? Because I've been TT'ing and ignoring Victoria, then one day Isabelle told me she's in boxes. I talked to her once or twice in a 3 week period of in-game time.

Sadly not even one animal moved out. I know that if someone moves out, then the rest will follow. So I'm just working on getting anyone out

From my experience faster result is from having a 100% mayor approval rating + TT day by day, worth of 2 months. Could be more.

You have to have 100% approval for them to start wanting to move. If you never reach it then they'll never ask to move.

I have to disagree; I've had 2-3 people move and I don't have the approval.

Yeah, I accidentally voided Marshal because I thought no one would move without the 100% approval...

Do you have all the mayor duties? I don't know what that process is called, but I think that before you're fully mayor and get your permit, you can't move out any villagers.

I saw a similar thread, and the advice was to spam talk to a villager till they wouldn't talk to you anymore. I'm not sure why that would work, but the report back was positive. They also recommended finishing Isabelle's tasks. I can see why you are frustrated. Also, villagers ping more often when you have 10, so perhaps picking up a 10th from a thread here might help if you don't have the campsite yet.
