Is there a way to move a villagers house that isn't built yet

A villager will be moving in tomorrow in front of my town hall. Is there any way to change it
 
Unfortunately, if you have already logged in and seen it, there is no way to change it. Sorry!
 
Nope, there's no way to move a villagers house plot. If you've loaded up the mayor, then yep it's pernament and you can't move it. If you have the time or patience i'd recommend you try plot resetting so villagers will plot where you want them to. There's a couple of guides on the internet about this so i'm sure you can look it up. :)
 
However, from now on, if a day comes and you think a villager will be moving in that day, then DON'T log in with your main. Create a NEW account, and walk around your town to see if there are any roped-off plots. If there is a plot and it is in an awkward location, quit without saving, then go back in on that new account. The plot will have reset location. Rinse and repeat until there is a location you are happy with!

yes, this is what's referred to as "plot resetting," and there are quite a few threads here at the forum that you can research about how to do it.
