Is my game glitch?

I read somewhere that you get Katrina once a week, but its been almost 3 weeks and nowhere to be found.
Is this normal?
I TT to move someone out, does this have something to do with it?

It doesn't have to be once a week, that's just an average. It's random when she comes, so you could go months without her if you were really unlucky.

No there is no glitch
On my cycling town she only came once in 2 months
