Recently, I don’t see Gulliver or Redd often then usual, it may be due to the fact that I’m tt. I just want to know if other players face this issue as well!
Is Gulliver/Redd not being spawned at your island that much as well?

I get Redd more than Gulliver. Gulliver is rare for me which is frustrating.
Yes, I only get Redd and Gulliver about once every 2-3 weeks (and Redd had no real paintings on his last two visits). Though I think Flick and CJ may be even rarer than those two... I'm lucky if I get them once a month. Leif and Saharah seem to come every week, and Kicks and Celeste are also pretty frequent.
They really need to have Redd come once a week on a set day, like in older games.

Gulliver I get fairly frequently - usually a one or two times per fortnight, I'd say.
Redd hardly ever comes and when he does, it's usually with four fakes or one genuine piece which is the same as one of the few genuine pieces I already bought from him.
I've given up on him and started buying artwork on here, as I don't see any way I could complete the gallery within a decade at the rate he turns up with something genuine.

According to the (soon to be useless) Companion Guide, they’re supposed to have just as good of odds of spawning as other special guests assuming they haven’t visited your island the previous week.
But that’s honestly pretty hard to believe, I gotta say. I get Kicks, Leif and Label waaaaaay more often than I get them :/

Redd is like a rare mythical unicorn as far as my island is concerned.
Ever since the Leif and Redd update, I've seen Gulliver twice, tops. I'd still rather get Redd more than Gulliver, but I fear what will happen when they add this pirate version of Gulliver. Will he send even more stuff, out of which I may have received like four things in total? It'll be years until I get everything from him lol.
Wasnt it revealed by the datamine that Shahara, KK, Daisy Mae, Leif and Kicks are fixed to appear every week? I think it was Gulliver, Label, CJ, Flick and Redd who have to compete for for the remaining two days of the week.

I've been keeping track for the last two months, and the five rotating visitors (Redd, CJ, Flick, Label, Gulliver) have visited as often as they should have, given how the system works. Since there are five of them, but only two weekly spots for them to appear, you will sometimes have three weeks between visits, but they will rotate back in. These posts pop up regularly and I feel it, because when the visitors you don't want show up more regularly than the ones you do want, it feels like it takes forever, but I guarantee you they'll cycle back in just as many times as any other over a longer span of time.
I saw Gulliver like three times so far, then again, I don't pay so much attention to my beach at the moment, could be that he showed up more often than I noticed. As for Redd, he shows up sometimes, but not as often as he actually should...
