I've only ever really heard of female Dakota's (first thought is the girl who played in The Golden Compass), although to be honest I've not seen many Dakota's anyway.
any name can be gender neutral, but dakota sounds more feminine to me. perhaps it just because it ends with an 'a,' like most gender neutral names either sound more manly or more feminine

I used to have a friend named Dakota (female) - And I've met a few other girls with the name. I met one guy named Dakota, but I definitely think female every time I hear it at first.
It sounds like more of an American name so I honestly don't know, because I don't know of anyone with that name! But I think it sounds more feminine, anyway.
