One day I randomly got an invisible spot in my village, which acts as a solid object. Isabelle says that there are "plans for a new house" when trying to build a PWP nearby. It acts like a plot, except I can't see who is moving in and it seems higher than a normal plot. (hit it with a net) You also can see it on the mini-map, unlike normal plots.
So it's a strange plot-house hybrid.
Trying to see the name of this villager results in a crash, like if you click on the house on the mini-map or look through villager list. (I think the name of the villager is bugged)
Now the worst part. No one can move in or move out without any cheats. The villager seems to be still moving in and the game doesn't allow multiple villagers moving in at a time because that would be a bit overwhelming I suppose.
Additional info:
I hacked for a bit(changed placement of rocks and a few things), but that's not necessarily the reason this glitch happened.
I had another glitchy villager before, but in a different way. I invited Gaston to my town, then he didn't seem to move in, but everyone in town talked about him occasionally. It's like he doesn't live in here. Gaston moved out eventually.
