In desperate need of help: Villagers wont move out.

Hey, I am really so frustrated at this game now and I've searched everywhere online but can't find any resolution for my problem.

I created my town 3 days ago after i got a new game, I got Julian in my setup.
My sister has been hunting for him for ages so I agreed to give him to her once he moves out.

However, I have now reached 10 villagers in my town I TT'd to get to this point so quickly because I intend to reset the game and start over once Julian has left.
But no one will move out, I have built my house and have 100% approval rating by citizens, I have built a campsite.
I've TT forward one day at a time, for IRL days now. I've tried changing the days to 5 days at a time, back to 1 day, i've run past all the villagers on a in-game day to day basis, ive spoke repeatedly to 1 villager to see if he will tell me someone will move out for days in a row. Nothing seems to be budging, no one will leave and I am so tired of this. Can anyone help? I really want to get them to move out so I can start playing this game properly!
 
I usually just talk to the villager I want to move, over and over, until they get mad at me. I do all their request and send them multiple letters with fruit all in 1 day, usually they ping to move the next day. I have had this work about 2 of 3? Times trying it. Oh, and n the letters I always suggest they travel/move/go away, I don't know if it helps or not but like to do it anyways :)
 
At this point i don't really care who moves out i just want the cycle to kick in, supposedly when you have 9 villagers or more someone should always move out but this doesn't appear to be happening at all.
 
Hmm so I guess you're trying to specifically get Julian out if you could?

First of all, make sure that the days you are TT'ing to are not in the middle of an event. I did this in between Festivale to get Rosie out and I realised my mistake.

You could do this;
1. Go to your 3DS CLOCK settings, not your 3DS game
2. Set it to one month ahead
3. Go back to your NL game, and create a new character as in do not load an existing character
4. Check your town map to see who has left (there should be a villager gone from your list)
5. Exit the game and change the clock back to normal
6. Load up an existing character and stand in front of them to get a ping

Or do the introduce and ignore method, which is this (recommended if you're aiming to get a specific villager out);
1. Make a new character
2. Go through Rover, Isabelle and Tom Nook's talk to get a new house (set this somewhere temporarily where you won't mind a dirt patch)
3. Introduce yourself to all of your villagers, but only introduce yourself once to a villager you want to get out (in your case, Julian, if I am correct?)
4. Load up each day 7 times, and at the end of the week, the villager you talked to once will want to move out (not sure if you have to load up the new character you made and if TT'ing asap or each day would have any effect)

This should trigger a villager to move out, hopefully!

So i just put my clock on my DS forwards a month, went back to acnl and created a new char, upon entering the town i checked the villagers, there are still 10 there, no one has left.
I'm so royally stumped, I don't know what I've done to create this situation.
I'd love to hear some of your other methods if you'd be so kind, Thanks.

Erm...
well, beforehand, did you introduce yourself to every villager on every existing character files? Even if you talked to them once (I think all 10 will either be in their houses or in your town if you do not introduce yourself)
And make sure that there is no upcoming Fishing/Bug Tourneys, birthdays, or NL events in the week you're TT'ing with
I think the game will not move a villager out if it hasn't been a few days after a new villager moved in as well, if that helps.

There's this method, although a bit complicated ._.

(This is my hypothesised method)
You could also try hitting your other villagers, denying them their requests, pushing them into pitfalls and etc. so that your friendship level stays stationary, and talk to a villager you want out so your friendship is higher than every other villager. Since the game wants to move out your favourite villagers, there is a higher chance that they will move.

I'm pretty sure a villager should move :/
Double check for any events coming up though
 
I don't think events are coming up as I have been TT cycling through a whole month only with the 'bug off' + summer solstice thing coming up on one day out of 30, and im cyling 1 day at a time. ( i have been doing this for 2 days straight - like for 12 hours a day REAL TIME so you can probably understand why i'm getting fed up and desperate.)
And I introduced myself to all 10 villagers on my main character, yes. (i dont have side ones)

If you don't care who leaves there is a way to cycle and every three loads get someone in boxes and get a new one each time.

Get any villager in boxes
Go forward 1 year load your game save and quit
Go forward another year load your game save and quit
Go forward 5 days and someone will be packed and someone will have moved in.

I used to have a cycling town. This works everytime. I've never lost a villager with this way. Eventually Julian will be packed up. I find this way less annoying than walking around waiting for someone to ask.

If you can't get Julian out, I happen to have him in my cycling town in boxes. If I don't get a trade for him later, I'll be fine with letting your sister have him :3
 
Just tried it, still the same 10 villagers there, no changes.
I guess I really messed it up somehow, I can't imagine what I've possibly done to cause this or what I'm missing in order to get the gears turning. Thanks for your help though.
