Funny story, I just went to trade Fang back to my town. I wanted to get him back.
I tried to talk to him to convince to move, but all he said was:
Oops, I forgot to put my name on the boxes ( Oops emotion )
Where was that toothbrush/water bottle I left...
Why did that happen... My town isn't full or anything... Perhaps bad luck?

You said "Fang back to my town", that means you've had him in your town before, correct?

If he's lived in your town before, then 16 villagers must have moved out after he did, in order for you to get him back again.

but if you already know about this and have completed the cycle, then is there a chance somebody new is already moving into your town/somebody's moving out? if not, I'm not sure what's going on.

Nope you need to go through 16 other villagers before you get him back.
