So I have this villager that will not move out... His name is Lucky. And who knew he could be so UNLUCKY! Anyways, I have all my dreamies. All except Marshal! So I want Lucky to move out, but nothing is working. I TTed several times, talked to him repeatedly and TTed 2 days forward... Ignored him. How can I get rid of him without losing my amazing villagers?! ;;
 
Ignoring a villager is the worst way. Make sure you walk past everyone everyday to see if they ping to move out. If it's not Lucky, then persuade them to not go. After that, talk to everyone to check on them. Not talking to villagers will reduce the chances of someone moving.
 
Indeed. But there's also another trick. Neglecting requests is probably the easiest thing to do. Because it'll lower the friendship and the game will think the character isn't that helpful (done enough damage to the town or whatever). Knocking them with a net doesn't help either. So you just say you can't help them as you help other villagers. Despite this, a villager with a high level of friendship will want to move so they can "spread the news about how good the town is" so you need to be very careful.

But it's mostly random. I was lucky enough to get Soleil moving the first from my town since I restarted.

Help him out and be friendly with him as much as possible. Ignoring him won't get you very far. I had a villager I wanted to get rid of who never wanted to leave, but when I started giving them more attention and helping them, they eventually left.
 
When trying to get rid of villagers, I found it much easier to just keep interacting with them. When ignoring villagers, they've never asked to leave my town. Once I've started talking to them on a regular basis, neighbours informed me that they were planning to leave. I've gotten some villagers into my town, and within a week or two, they wanted to leave. (Even though I didn't want them to)

Lucky is also pretty popular so when he does get ready to move you can probably get someone to take him pretty easily. You may even trade him for Marshal.
 
Some people really swear by different things so I think it's just random. In my case, for example, most of my villagers by now have pinged me at least once and I tend to talk to them in pretty balanced amounts. In fact, I think that the ones I talk to more or less regularly are the ones who request to move out more.

Moving out the correct villager is down to luck and patience, pretty much. If it's your 10th villager, they won't ping you for a while so there's that to take into account too.

Then there are TTing methods you can use that work the same as "luck and patience" but which speed things up a bit. I can share the way I do it fi you're interested.
 
if I absolutely was determined to get someone out, this is what I would do:

1. determine if anyone is currently "thinking of leaving". The only sure-fire way to do this, if no-one pings, is to put your 3DS clock a week forward, start your game with a new save file (NOT your mayor, if you do that you can lose someone). You won't save the new character, you only want to get to where you can see the map, and see if anyone is missing. Once you have seen the map, turn the game off without saving, and set your 3DS clock back again to where it originally was.

2. if someone *was* missing from the map, find them and get them to ping to tell you they are thinking about moving. You might have to save and load a few times before you get a ping from them. If it is Lucky, then tell him to move, and you are done! If it is not Lucky, then tell them to stay, and do step 3. If someone wasn't missing from the map, then go right to step 3.

3. Move the game 1 month forward (I use a month because it seems guaranteed to have a new villager "thinking of moving". I used to do 5 days, but then sometimes there wouldn't be a new potential mover). Run around and talk to everyone outside, to get past the "you've been gone so long" discussions. Save, quit, reload, and find the pinger. If you don't get someone pinging to move, then save, quit, reload, and try again. If you still don't find them, then you can use the Step 1 trick to peek and see who it is. If it's not Lucky, then tell them to stay, and repeat step 3 again.

It is a very quick method, and it is what I use in my cycling town when I want to cycle, but I am holding a couple of villagers for others. Despite it being quick, though, the randomness can get you - I cycled through 70 moving pings, then gave up, when trying to get Snake out.

Ignoring Lucky is the best strategy. Since you already talked to him, you need to create another character and introduce yourself to everyone. Then, talk to everyone consistently but Lucky. Also, make sure that he doesn't have anything up for sale in Retail. That was the one thing that stopped Monty from wanting to move out of my town for a month. The ignoring trick does work. It's the most effective.
