OK, so idk if anyone has posted about this method but im gunna make a thread about it 
so the otherday i found a "fool proof guide to move out villagers" and thought id give it a try.
to my excitment, i was able to move out Alli and Cesar
but while my tonw was in the "moving-in phase"as the guide describes it i remembered a post i saw about getting favored villagers in a campsite for invites
this included making a new character, scouting out the campsite, and if there is a villager you like then continue to set up the newly made character so you can save and delete it afterwards, and if there is an undesired villager or no villager at all then close out without saving and redo the process.

but you know who you are 
by incorporating the campsite method into the "moving-in phase" of the guide i found that i was able to see who was moving in and where they where building their house.
how this works, as explained by the campsite guide, when you first start a new day Isabelle generates things like flowers, fossils, pitfalls, etc. this also includes new villagers when you are in the "moving-in phase"
when you create a new character the town gets prepared and these things generate. but sense you need to set up your tent before saving with the new character you can scout out your town for new villagers and quit without saving if you dont like the villager/placement of their house.
just rinse and repeat until you get the a dream villager or a house placement that doesn't erase your only cherry trees

the only downside to this is the big dirt spot you get when deleting the dummy character after finding a good villager, i suggest using the same spot and wait for it to grow back afterwards.
ive also found that when it is one or two days after a villager moves out the new villagers spawn in less frequently.
what i did was save my town and delete the dummy villager whenever there WAS NOT a new villager moving in and then the following days yielded a higher spawn rate of new villagers.
thats it! i hope this helps people find some dream villagers without having to set up trades or spend X amount of millions of bells for one. im still hunting for Rosie, ive passed up on about 8 to 10 villagers i didnt like so far in the past two days, but when i work 8 hour days i dont have much time for a long 4-5 hour ACNL session like i do on weekends, i cant get much progress done
anyway, i hope this helps out at least one person, but the more the merrier
