How to get museum upgrade?

So I'm past the point now of unlocking terraforming and the 3 star rating. I haven't yet exposed the secret beach via editing cliffs yet though. Blathers still hasn't said anything about a museum upgrade, do I need to have donated a certain amount of critters before that dialogue is triggered?

I think someone here mentioned you had to have donated 60 items to the museum to trigger Redd/the art collection?

if you’re referring to the art exhibit expansion, you’ll need to have donated 60 things to the museum before you can unlock the art exhibit
