I feel I flip-flop on this question a lot. Plan to keep Blanche, Lucky, and a few others once I find them: Lobo, Gonzo, Poppy, Dobie and Lily. I don't actively cycle or do villager trades so this is a slow process.
Either 4/10 or 5/10 depending on whether I keep Clay. The others are Billy, Ursala, Sprinkle and Rodney. I'll be working on the rest and I have a few dreamies in mind - Melba, Roscoe, Savannah maybe?? - but idk if I'll ever reach a permanent 10, we'll see ig
At this point, 9 out of 10 maybe? I have a mix between villagers who I purposely went after as my dreamies and villagers who grew on me over time.
Out of my dreamies, Dom, Stella, Reneigh, Audie, Stitches and Judy.
Out of the ones that grew on me, Tiffany and Peirce. I recently adopted Avery and he's pretty cool so I'm gonna have him stick around for a while.
The only villager that leaves is Zucker. I have no intention of keeping him, but he's cute so I want him to go to a good home.
currently only have 2 i absolutely dont want to leave. then have paula, ava and fuchsia who i may eventually part with but no plans for it currently. 2 i want to leave but just wont and then my jock am still undecided what i want to do with him
Maybe about one right now and that is Sherb. I even keep going back and forth on him. He keeps staying on my "stay" list because of his basic house (which I think is super adorable).
I know I want to keep Static, Cole, and Marina as they were original move-ins to my town. I also love Apollo, Vivian, Eugene and Pashmina. Im conflicted because I love all these villagers but I theres so many more I want to experience in my town. Maybe if I get some amiibo of my favorites I'd consider cycling them out.
Good question! All ten of them are staying for a very long time unless I end up missing a random move out in the future. I may be willing to give up Rocco, but they're all too hard for me to let them go because I cherish them all.

But I am thinking of letting Tia go, she’s a sweetie but I’m kind of bored of her since I’ve already had her before. Also I love Ozzie but his house is terrible & wanna experience a new villager. I’m also kind of bored of Sherb... he’s cute but ehhh I’m not feeling it anymore. I am keeping Blaire, Julian, Lucky, Walt, Ankha and Stitches for sure. I don’t know what to think about Skye yet.
I like cycling villagers because there's so many cute ones, but right now I'd say the only ones that are definitively staying are Beau and Audie. I'm strongly inclined to keep Henry, and while I've only had Fauna for one day, I think she'll also end up being a keeper because she makes my heart melt any time I see her and I love all of the deer.
As of right now, 4! Muffy, Biff, Kiki, and Stella.
I do quite like Judy but I don't know if I want to keep her or not. She's very cute but I miss having Francine around from the old days! I also REALLY like Drago but he was one of my 5 random move-ins and I told my friend right at the beginning that she can have him when he asks to move. I kind of regret it now, but it's not a big deal!
For awhile I was leaving one plot unbuilt (is that a word??) just in case I came across a very special villager that I wanted. I decided that special villager is Kiki and I'm glad I waited!
I'm happy with 9 out of 10 of my villagers, Marina being the odd man out. She will go to my friends island though so at least I can see her if I wanted to. I just keep taking randoms in from the campsite for my 10th villager.
