How many flowers needed for a perfect town rating?

How many flowers, and is it specific to the acres, or can they be anywhere as long as there's a certain number?
Do trees really matter? i once literally filled my town with trees but nothing, so i had to chop them all down, and on youtube someone said you only need 5 public works projects, others are saying like 10.

Well the flowers have to be a bit everywhere, it has to be even, if you have one side of the town who has a bunch of flowers and the other one is empty, it won't do it. That is what I think.
And for the public works, I am sure it has to be even, I have 10 project works but Isabelle said I didn't have enough. I put then project works on each side of the town, so 4, and it was all good, it has to be once again even, so then some places wouldn't be empty

Pretty sure placement of projects doesn't matter, but rather what they are, as some can help or hinder the town rating.
As for flowers, I don't know the amount, but placement is not a factor.
