Ugh, I've been trying to TT out hopper all day. I'm using the foolproof cycling method and everyone's left but him. He's so annoying I just want him out of my town!
Is there a reason why a villager wouldn't move out?? D:
Even though I consider him the best villager in the game......I'll help. Talk to him over and over until he tells you he needs to think about something. TT 2 days forward, and load up the game. He should ask to leave.

Yeah, he's still going to be there. I got all of the villagers on my main town, then I move them onto my holding town. After that, I'm going to restart my main town and try to find the perfect layout and characters, and make sure everything is perfect, then cycle them back out again and plot reset. Tedious, I know, but Hopper is the last villager I need out before I can reset. It's annoying me because I want to stop cycling ;;

This method has mixed "reviews" I should say. Some have said it worked, while most of the time, it doesn't.
I tried this with Clay and Static ended up moving out, which was fine anyways.
Make sure you've introduced him to all of your characters & then ignore him for a week. I was wondering why Becky wasn't leaving after a rl month went by, but then I realized I forgot to introduce her to one of my characters. After that I started ignoring her, and after a few days she pinged me to leave.
