Help: Removing villagers

I've restarted my acnh island and I reached 10 villagers around 2 days ago yet nobody has had a thought bubble yet and asked to leave. In previous experiences, as soon as I reach the 10 villager mark, somebody has asked to leave! Could somebody maybe explain whats happening?

Thank you so much, I was just so confused because I'm pretty sure after your first 10 villagers, one of them is supposed to ask to leave and none have!
