Held villager wont ask to move back in?

One of my villagers is currently being held by a friend of mine. Although she's in boxes, shes not asking to move back in. I have 9 villagers, so I have space too. o: Does anyone know why this is happening?

Did that animal you had it in your town before? Because if that the case you needed to move 16 animals to have the same villager again
Or you probably have a plot and you haven't see it

ohh, I thought the 16 villager cycle was only if you void them ;3;

It's any animals if you had it but it moved 16 must pass to have it back

but yeah, any that moves 16 cycle is needed. void or not, they stay in your games memory of villagers you had until then
