Haven't had a PWP suggested in ages?

I know I'm near the PWP limit, but not actually at it at the moment as I can still choose from my usual list of PWPs. Say if I only have one more PWP available before I reach the limit, could this affect whether villagers suggest them to me? Also, if I've maxed out my PWPs and can't have any more, can villagers still suggest them to me?

Am I just having bad luck?
