Unfortunately that is not the case. On my old island, I had a very long pier so the respawn rate of the fish were very high. On my new island, that is not the case. While I do get fish from time to time at the pier (wooden plank), it is significantly less than my first island. I only had a total of 5 days on my first island compare to 22 days on this island.
I have read this on multiple forums around the internet. The general concensus is that short pier is at a major disadvantage. Only chance I have is using baits as Marlin/Tuna do not often come close to short pier. You get fish spawn but it mostly sea bass, mackerel, etc... Marlin/Tuna are much further out at sea.
So while the spawn points are the same, Marlin and Tuna do not spawn near the coast most of the time. Even with baits, its still quite hard. I kind of all but given up on Marlin and Tuna. I plan on playing this game for many years so I don't need to catch every fish in every months.
Not to mention the pier is a beautiful place and is the place on the island where you get the farthest out to sea and so it really disappointing that mine is short. Maybe we should add pier side along with airport color, native fruits, and etc... when it come to looking for a map layout lol!
