If you give them a rare fish/bug or a perfect fruit it will greatly increase your friendship with them. If they are waving when you blow the megaphone(see below) and you give them either the rare fish/bug or perfect fruit, they might give you their picture. If not, use the reset trick. If you already have the Reset Survelliance Center built it might get annoying.
2.) Petition Signatures:
If they ask for a petition to be signed, help them out.
It greatly improves friendship, and they will probably give you a picture.
3.) Megaphone trick:
You are able to get their picture if you say their name on the megaphone and they wave or bow at you. That means you are friends. Don't say their name when they are really close because that will make them mad. Basically, say it when they are on screen but not really close to them.
4.) Sending Letters:
Sending letters is another great way to increase friendship. You don't have to send them a letter to get their picture but it helps. If they send you a random letter that means you are able to get their pic. Like Jingle, Katie, and other special people you can get their pic in the mail as a 'thank you for hanging out' letter or a goodbye letter when they move out.

If you are about to give them a perfect fruit, signatures or something rare like a golden stag, you can save and continue before you give it to them and if you don't get their picture, reset.
You can get a villager's picture more than once.
Another good way is April Fools Day, but everybody doesn't TT that's why I wrote this!
Talking to a villager to raise friendships takes almost 3 weeks or more if you talk every single day.
Also, I think that spotlight items in previous games are the same in this game. Appearently a lovely dresser is a spotlight item.
I know the throne is worth a lot, and a moon too. SO I probably won't use the reset trick until I get one of those furniture items. I think I've built enough friendships with villagers I don't want, so I might get their picture in the mail when they move.
