She talks to the villagers every day and does a few favors every now and than.

Hm, not sure why she's still a new face then. I'm sure it'll change soon.

It's the same deal with my alt. character. I think I just need him to talk to the villagers more often and do more favors.

The character hasn't met the requirements for a new rumor yet. If you do more activities more frequently on your second character, the rumor will change.

I've had 2 side characters for over a year now, and they're still considered new faces lol it's weird...
my 4th character was only created a month ago, and she's already a civic leader...? I have no clue how it happened, she didn't donate to any PWPs or interact much with any villagers... the only thing I've been doing on her account is expanding and decorating her house...
