A bot couldn't be setup to redeem 3DS codes. Steam Keys, sure, since you can redeem them in your browser on the Steam website, but 3DS codes must be redeemed in the 3DS eShop via the 3DS itself. No bot can do that.

Someone is just camping the Redeem Code screen on their 3DS and setting to Download Later, which I think someone mentioned they were going to do when I did my first Fantasy Life giveaway.

I think it's possible :/ I saw on reddit how someone made a bot to farm shinies on pokemon (it automatically goes around the daycare, collects eggs, and releases the non-shiny pokes without human intervention), so I wouldn't put it past people.
