The non-event Ho-oh, however, is an exception. It is actually Japanese.

As stated in the OP, any monsters whose event was located in foreign countries are not classified as native to that country, but are classified as American native, and therefore have their English names.

The Jirachi has a naughty nature (+Attack, -Sp. Def) and is dated 8/1/2014
The Victini has a gentle nature (+Sp. Def, -Defense) and is dated 12/1/2014
The Pikachu has a bashful nature (neutral) and is dated 2/13/2014
The Espeon has a hardy nature (neutral) and is dated 1/5/2014

The rest of the birthday mons are from 2013.
