This is just a thought, but I can see it being added later on due to the real-time “schedule” this game has been on. What I mean, is that town developments (aka game updates) seem to pop up gradually in line with how far along players who started on release are likely to be.
An example is the museum: at first there’s only natural exhibits, because Blathers specifically came to study the Island environment. Then, just in time for release day player’s store to upgrade, fine art is added—it makes perfect sense, because your community is actually becoming more of a town. Not including something like the Dream Suite from the start could be a way to give day-by-day players enough time to terraform. It would put them and people who TT on equal playing ground when it comes to showing off their work.
Or maybe Nintendo is just running behind schedule or saving content to give the game more longevity
